WebDec 7, 2024 · It needs to be plugged in and have power in order to shift from Park. This keeps you from shifting into other gears when the 4Runner is turned off. Just remove the plastic cover and make sure that it's plugged in. Should be pretty obvious; it's just a basic plug. Don't confuse it with the gear shift light, obviously.
